Clay Matthews was flagged for roughing the passer on a tackle of Kick Cousins during Week 2, and apparently the refs are still in the business of throwing flags for perfectly clean tackles in Week 3.
The Packers linebacker sacked Redskins Alex Smith during the Washington-Green Bay game Sunday, and was penalized 15-yards for this tackle, cited for landing on the quarterback with his body weight.

Here’s another angle.
This is roughing the passer, apparently.

Just put flags on already.
