Yes they did.
According to ESPN’s Adam Schefter, the Raiders are expected to trade All-Pro defensive end/linebacker Khalil Mack to the Chicago Bears:

Sources to ESPN: Raiders and Bears have an agreement in place to trade Khalil Mack to Chicago. Still working through it, but Raiders now planning to send Mack to Chicago.

Chicago is expected to negotiate a long-term deal with Mack that should eclipse that of Rams defensive tackle Aaron Donald, who signed a six-year extension Friday. Mack’s rookie deal was set to end after the 2018 season.
Oakland had reportedly demanded multiple first-round picks as compensation in earlier trade talks with teams.
