How was Fred Warner not flagged and ejected for this?

During the first quarter of Sunday’s NFC Championship Game between the San Francisco 49ers and Los Angeles Rams at SoFi Stadium, Fred Warner took a cheap shot to the helmet of Rams quarterback Matt Stafford.

Stafford was blindsided by the helmet to helmet shot and immediately got up looking for a flag.
